It sounds like lumpy jaw (actinomycosis). I had a cow with a chronic case of it. The vet came out, tried to drain it with out any success and gave her an IV of silver iodide (the classic treatment) and it went down for about 10 months and came back.
I did some research and found it was caused by a gram negative bacterium and the LA200 worked on gram negative bacteria. I gave her a dose per label two times within a week based on her body weight and the lump went down for about a year but came back again. I told my vet about this and he was surprised at the result I had.
Though she was a good purebred cow, I shipped her. These types of infections are very hard to get rid of. You can try LA200 and see if it"s effective in your case but I wouldn"t have high hopes for a permanent cure. If the LA 200 works I"d wait till the withhold period is over (30 days?) and then ship the calf.
