Diesel engine? Check out fuel supply system. If that's OK, A diesel engine will act like that if the fuel RETURN system gets blocked. Put a catch pan under the engine, disconnect the fuel return line to the tank, at the front injector, and the fuel return line at the injector pump. (If the injector pump has the rectangular top, with 3 holddown screws, also remove the fitting from the top.) Any debris in the fitting? (it's a one-way check valve, there is a glass ball in there.) Remove the rectangular timing cover plate (2 screws) from the side of the pump. Any debris in there? Debris usually indicates pump parts are failing. Put the side cover plate back on. Then you could try and start the engine to see if the problem is still there. With the lines disconnected, fuel will dribble out. Be Careful. Blow air thru tubing to be sure they are clear before you reconnect them.
