Judging by the fact that hand contact apparently removes the oxidation, I would just go over it with a cleaning wax. I have used Turtle Wax for about 40 years. As for the crack, the main objective would be to restore strength and head off lengthening. It looks like that could be done by placing an adequately sized 1/4 thick plate on the inside to distribute the pull and drill and install about four 5/16 stainless bolts with washers through above the crack. It would probably help to clean out some excess loose material first with a sawz-all if you have one or a hacksaw blade. If you feel the need you could seal it by pushing a little RTV silicone in before pulling it together.
