It sounds to me that fuel is bleeding back out of fuel filters. Before trying to start engine open bleed screw on filter and pump handle on lift pump. Let us know how many strokes it takes to get fuel out of bleed screw.
JD rowcrop tractors have been known to get a "pin hole" in fuel line from tank to lift pump which allows air to enter fuel system but fuel doesn't leak out.
