You are talking about an old International truck with a gas engine and air brakes? You need to get it running,or fill the tanks with air somehow,and then push your button in,then adajust the brakes.If Its sat for 5 years the shoes will probably be stuck.If the compressor doesnt build any air,its probably the governor which is a aluminum thing thats bolted to the compressor with 2 bolts and has a small air line attached to it.You have to get it running,and air in the tanks and then see what you have.If it does have spring brakes,you can cage the spring brakes,which means you take your cage bolts out of the holder on the spring brake,they have a T on one end and a nut and washer on the other. You put the t in the spring brake into the slot inside,and turn it a quarter turn so its locked in and then tighten the nut until the brakes are released,then you can drag it to a shop,but you would be way farther ahead to get the engine running and the brakes working where it sets if possible,because if you get the brakes released,and its not running,then if you pull it,you dont have any brakes so it could end up running over something.So you need a wrecker to pull it or a tow bar where it cant run off. Most of the time an air brake system wont build air its because of the governor on or around the air compressor.Since the governor is made out of aluminum it wears out rather fast.Also if the air compressor is worn out it wont pump as good as it should,but it would have to be broke to not pump air.There are other things like the valves in the top of the head,but they are springs and little round flat piece of metal that can get stuck if they are carboned up.You need to talk to a mechanic if its not the governor.
