You need to think simple here - You have 2 problems, Don't run and no brakes. You can fix it anyway you wish. I would try to get some air to the brakes and get it into the shop - pull the back wheels and drums to have a look at what is going on. Perhaps free and lube all moving parts. Check wheel seals and so on. If your truck has been sitting that long you should do that anyway. Sooner or later you will have to work up front and get it running to check the compresser and govener. Also the foot valves have been known to have problems.
