First the paint issue. No they did not use anything but flambeau red unless it was military or industrial then it could be yellow or green. The PTO should be measured from the outside of the spline so it would be the later model. Your VA series books won't help you because there are very very few if not no parts that interchange. I am not sure what color primer they used but thats what you could be seeing. Your tractor is either a late 1941 or 1942 model.
