He"ll be looking for a long time for a PTO brake in that thing. SOS transmissions do not have PTO brakes. What he is experiencing is NORMAL.

SOS transmissions (except on the Ford 5000) have a wet-disk, hydraulically-actuated clutch pack inside of them to power the PTO. For whatever reason, Ford did not design a brake to go along with this system (lawyers would have a field day with this nowadays). Natural clutch plate drag, even when the clutch is hydraulically released, will cause the shaft to spin when nothing is attached.

If the clutch pack is in good shape, simply hooking up an implement (with the engine off of course) will usually be enough to keep it stopped. If it will drive an implement (say, a rototiller pulled out of the ground) with the control handle in the off position, either the handle is not adjusted properly, or there is clutch pack damage (e.g. warped clutch plates).

So the PTO always turned when disengaged? Even when the tractors were new?

Maybe, maybe not. I wasn't around when they were new. Zane might be able to answer that.

I found that when I rebuilt those trannies that if I set the bearing preload for the PTO clutch pack to the tight end of the specs, that the shaft would stop when the oil was warmed up and the engine at idle. Sometimes the hold was so tenuous that the shaft would take off again if you revved the engine up.

Bottom line is this: 99-plus percent of those SOS transmissions will spin the PTO with NO load attached. The degree (torque value) to which they will spin a load depends on many factors, among them being oil viscosity, temperature of the oil, condition of the clutch pack (plates flat or warped), speed of the engine, and the tightness (pre-load) of the bearings.
