Mario,
That is not enough voltage to keep the battery up for sure. With the engine running pretty fast without the deck on it should be about 13.8-14.5.
Two things could be happening.
Battery going bad sucking up the charge or the diode breaking down. Usually they just go out though and won't charge.
Easist way, do you have an exchange battery you could try? If same condition exist then the diode or the alternator is bad.

David I do not beleive it is the battery becuase I have been useing two batteries to cut my lawn, when one runs out I replace it with full charged one. Is there any sure fire way to test if it is the regulator or alternator. I would hate to change the regulator & then find out it was the alternator. The electronic parts are not returnable. (regulator around $100)
