I have also seen the edges of the ring gear have burrs on them or be worn flat. The engine stops in the same place most of the time. So there is often a problem on 5 or 6 teeth with this wear pattern. The fix is to grind a slight bevel back on the ring gear so the pinion teeth will engage into the ring gear instead of just hitting against the flatened teeth. A lot of times you can manually align and engage the pinion, but the flattened teeth won't let the pinion turn the slight amount needed to engage on it's own. I hope this makes some sense to you.

I just noticed you said Diesel. The ones I have seen like I described were gas tractors. But, you could probably still have a similar problem.
