Yes to all your questions. The caster and camber are fixed but modified by wear and the more the wear in the spindles and steering linkage the worse it is.

This is a boon to your turning. Not only does it help it to turn, but it helps bring the wheels back to center afterwards. One is forward/reverse tilting of the spindle, and the other is left to right tilting of the spindle causing the tires to sit as you describe;narrower at the bottom.

The front narrow thing is called toe in and having it keeps the tractor from wandering all over the road in road gear. Bad linkage will hinder this working properly and may require your 1/2" to extend to say 1".
