It's likely you give it way too much choke.

You only need to bump the choke some. In warm weather you don't need any choke.
Eeeeee asy to flood the N.
Spray some starter fluid in there and crank it. If it fires you probably have spark. You want a snappy, blue spark and a nice, yellow spark won't do.

I thought that at first, but it runs out even if I don"t choke it.Could it be the float needs adjusting?

Is there gas in intake before you try to start it? If the float valve is leaking it will leak all the time and not just when you try to start.
