Do I take that top bolt off first? What's the point with it?

There are only 2 bolts that hold the governor on; one is shorter than the other and it goes on top. If the tractor was running and you removed the 2 bolts and they are both the same length (which I doubt) then someone replaced the longer bottom bolt with a short bolt. But, I do not think that is possible.

Greenhorne,don't know if there is importance in which bolt comes off first,top or bottom but I loosen both then take off the bottom first. The important thing and I draw attention to importance is mark your top bolt for correct replacement.The top bolt is "shorter" and it's that way for a "big" reason.Big blot on top shears the teeth off your cam gear.Hope this helps.
