With my sediment bowl off, the fuel dribbles like my grandpa. With the bowl on snug, nothing. If I loosen the bowl, fuel flows and overflows from the bowl. What gives?

You got the bowl screen cleaned and still only a dribble. The valve plugged up and need cleaning or you"re down to the last gallon and the tank screen is plugged. Sounds like you need to drain or siphon the tank and then remove and service the tank valve. You might have to remove the valve stem to get it all cleaned up. There is a tube off the valve into the tank and there is another sometimes gets plugged clear up hole into the valve that needs to be cleared. Study it when you get it off.
You do know that two turns of the valve opens the tube and open the rest of the way opens the other hole for a 1gal reserve to get back to the barn before your run plumb out.
If you"re good and your fuel system is tight then you can put that bowl on there and open the valve and no gas will run in there unless the carb float valve is open. It will just sit there with air in it until the float calls for fuel.

Sounds to me that the screen in the elbow that part of the fuel line at the carburetor might be clogged. Thereby not allowing the fuel to flow from the bowl. When you loosen the bowl, the fuel flows out the bowl.

PS: I just got back to my PA office and don't have my manuals up and runn'n. I had to leave my FLORIDA office due to being reported to the authorities for installing a hand rail on a house without being a Licensed FLORIDA CONTRACTOR. I just quit and left before I was served with a $5,000.00 fine! So, for know, I am still going 80 mph. After I rest, I'll know more.
