both of the PTO's only turn one way, CCW. If I turn them CW, I get a ratcheting sound.

Like a ratchet. An Over Running Coupler is placed on the end of the PTO shaft. It's a big hunk of iron usually with a grease fitting protruding from each side. If it's there you can't miss it.
