If I understand you correctly, instead of the standard 3 amps or so static discharge you should see with the ignition on but not cranking, you are seeing NO discharge except for an occasional "burp."

If this is the case, your points may be providing a good path to ground only intermittently. You can try cleaning, replacing, and/or re-gapping them.

Keep going until you get a STEADY 3 amp discharge. The ammeter should only "jump" when cranking, as the points open and close and the current flow starts and stops.

It could also be your ignition switch. These are problematic and seem to go bad fairly often.

Mine often gives good contact only if I wiggle it a little. I need to replace it; my Ford is a 3 cyl Diesel and so will run with the electrical system turned off; but electricity powers the idiot lights...
