Hi Al, I would think the spring and plug in the strainer would be a by pass check if the screen becomes plugged. Could have someone installed a smaller strainer than whats called for? Is the tank vented? If not that maybe where your getting some foam but your going to get some no matter what because of the fluid flow. If it's not excessive I wouldn't worry about it. I haven't worked on your type of system but just general thinking. T_Bone
