Farmall H and C the same horsepower?

I am mostly a Ford guy but I looked at the Farmall H's horsepower and the C's and they both were really close(like C being 19/22 horse and the H being 19/24 horsepower). Somebody said that the C was sort of mostly made for cultivating and had a smaller hood and steering wheel up higher and different size tires etc. If they are about the same horsepower, why did IH go to all the trouble of a whole seperate model? Do you think a C just a lower priced H? I just got to thinking about it.
