Dave, have you verified that all the valves are loose. A stuck valve stem doesn't get much benefit from the penetrant. I like to find which piston has both valves closed and apply 100 PSI of air pressure, through the spark plug hole, to the piston once I know the valves aren't stuck. If you will do the math you can see that this method will apply much more pressure to the stuck engine yet still be in spec for the rod and piston pressure as these engines had more than 100 PSI of compression. Good luck and post your results.
