I've seen guys pull or tow tractors by putting a rope or chain around the front bolster. If the tractor is stuck and you pull or jerk hard enough this is one of the possible results. The tooth thats broken on the worm gear is most likely the one that was engaged at the time. If I could get good replacement parts I'd do it. Looks like a pretty good weld job from the pictures though. Dave BN.
