When you mention the tractor sputters until you pull the choke and then it runs OK but smokes, I had a similar situation on my H one time and it turned out the manifold was loose on one side. A crack in the intake part of the manifold may also do the same thing. Maybe if there is a leak between the carb and manifold might do the same thing. Thee is a gasket between the carb and manifold. If your tractor has the orignal manifold I would definitely look it over for cracks.
