I don't know if it is proper governer operation, but it is typical. Reducing idle speed will pick up more response from the low end of the throttle. I don't think it's broke (i.e. don't fix it). Worn internal governer parts will also give you less travel from idle to full speed (elongated holes and worn pins). Since the governer is internal to the engine, the engine oil keeps it clean and lubricated. I don't know how to set engine speed without a tachometer. A clip-on distributor automotive tach works nicely as long as you pay attention to the number of cylinders. I have a mechanical vibrating tach that works well too. If you only disassemble and reassemble you can leave the speed settings, but if you repair anything you need to reset.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
