Choke/Carb Problem

I purchased a 1941 Model H, and started have a problem recently. This is how I have to start it. I have to pull the choke, and fire it, only it doesn't fire. I turn the choke off, and it fires right up. Sometimes it will not fire like this, because it is flooded. I have to take the hose off the goes to the air cleaner to release the gas. If I run the tractor for any length of time, and turn it off, it is flooded. I taken the carb apart, and blown it out. It looks fine. I'm frustrated. I appreciate some help in this matter. Thanks.
