My '48 H does the same thing. I pull the choke out and then fire the thing up a few turns, then push the choke in and do it again with the fuel turned off. It will start and then I turn the fuel back on. The gas will spill out of the carb so I know the float is sticking but it works so I don't want to mess with it right now. I have a new float.
