H - brake cover won't budge

Great board this - the help on my Lilliston 'hog has got that problem moving ... so here's another.

Wee preface - haven't touched a tractor in 35 odd years until I got this '47 H in January. She runs - but has NO brakes.

Got the pedals off, and the bolts came off the RH brake cover fine - Then I noticed the set screw had been torn off! Fished out the felt washer OK, but can not shift the cover from the bushing on the brake shaft.

Am I missing something obvious? Can't lever around the lip as it threatens to bend.

Any suggestions much appreciated.
