Deryk it sounds like the brake band lever is frozen into the frame. That is not that uncommon of a problem. You will have to remove the brake band lever arm and key. Use a lot of penetrating oil on that lever where it enters the housing and start wiggling the housing out. This can take some time. Once you have the housing off, then use penetrating oil where the lever enters the frame. Use a long pair of pliers and start trying to rotate the lever. Don't be surprised if it is an all day job!
