If you had plenty of fuel running out of the bottom of the carb after the initial drain of the bowl then the only thing that can be wrong is that the float is sticking in the card. The needle and seat is not opening and the fuel pump is making pressure against the closed needle/seat and that is why the fuel pump quits ticking. Have you tried to squirt some fuel into the carb as soon as the tractor stops to see if it will immediately restart and have you verified that when the tractor stops that you have fire to the spark plugs?
