Brent - There's no "in" and "out" on the resistor - it'll work fine hooked up either way. The wisp of smoke you got when you left the switch on is normal too. There's a coil of resistance wire inside the ceramic housing that gets VERY hot when the ignition's on an the motor's stopped. The smoke was simply oil or some other contamination burning off the resistance wire. Puzzling why the tractor won't start now - your test light test results are correct. Have you tried pulling a spark plug and checking for spark there? You could have a good spark but have flooded the motor.
