Assuming the float works OK in the bowl (no hangups or binding) you may have a bad carb float. The smallest pinhole in the float will cause it to become water (actually gasoline...) logged, causing it float too low in the bowl. This will cause flooding and the behavior you describe, even though the float height is properly set. Remove the float, hold it up to your ear and shake it. If you hear/feel anything sloshing around inside, you found the problem. BTW my SM starts OK with no choke whenever the temperature is above 45 - 50 degrees.
