check to see that everything is free inside the governor, that the thrust bearing and carrier move ok, also that weights move freely. sometimes the oil hole from the front of teh engine gets plugged and no oil gets to the governor then it doesn't move right. spring should have no tension when idled down, but may have gotten weak over time. Don't think that will cause the prblem you mentioned though. You might need to take the governor apart and clean it all up. Good luck with it
