As I recall, on the 424 I had, there was a safety switch on the clutch. The clutch had to be depressed before you could start it. I think the 444 would be the same. Have you checked that switch?? Don't recall if if kept the starter solenoid from engaging or not, but I know it kept the ignition from working.
