What's wrong with my friend's IH 1206 Turbo?

My friend phoned me yesterday with a tractor problem. Hope I got the model number right, I think it is a 1206 Turbo, not too familiar with any of the 'newer' numbers or the big, diesel stuff. Anyways, last summer he had a problem in that his steering and brakes suddenly packed it in on this tractor that he uses for seeding. He had been told to change the big filter that is on the side of the transmission down low by the rear wheels. We did that and zap, problem was gone. Everything worked well and perfect. He didn't use the tractor too much until the fall when he used it to operate a PTO driven vacumn machine to empty his grain bins. It sat outside all winter and when he went to start it this weekend, he had the same problem as last summer, no steering or brakes. Tractor runs well, just no steering or brakes. Not being familiar with tractors of this size or diesels or stuff with power brakes and steering, I thought I'd check here on the forum. Could it be possible that he needs another filter, or is something in his fluid (water) that is messing something up? It is still freezing here at night, so could water be in something? I'm driving out tomorrow so any suggestions you have would be appreciated. Thanks, MIKE.
