Water or condensation freezing could certainly cause your problem. If the fluid hasn't been changed in a while it would be a good idea. If that can be ruled out the problem is likely in the multiple control valve or the pump mounted behind it. That pump operates the TA, the power steering, and the power brakes. There is another question related to this on this page of the discussion forum titled: 706 with no power steering... the hydraulic systems of the two tractors are the same.
