140 cultivator bolts

If you are familiar with a Super A/140 etc., I am talking about the four bolts up under the steering wheel rod that screw in and out so you can slide attachments in and out of the square tube. My question is what if the bolt holes get worn and wobbled out and the bolts won't stay tight. What's the best thing to do- drill them out and rethread them with a bigger size bolt? Is there an easier way? Thanks.
