farmall cub magneto

just bought a froze-up cub,got it unfroze,still looks pretty good head and oil pan now off.as i turn hand crank there is a clicking sound twice per full revolution of cranking.tracked it down to magneto/governor area.pulled off mag/dist assembly,no clicking now,appears to be in gov end of mag.looks like two pawls/dogs hitting a pin inside mag housing.is this what should be happening?cub is late 40's early 50's.no serial plate.any input appreciated.
