You have discovered the impulse of the magneto. Yes! that is supposed to happen. The magneto is different from a distributor in that the magneto generates its own electricity to run. The distributor only "distributes" the electricity from another source. The Magneto does not turn fast enough when the engine is spun for starting, so the impulse fixes that. The little arms stop the rotation of the magneto for a moment allow the springs to wind up. When the magneto turns enough to fully wind the spring, the impulse trips, which allows the magneto to turn very fast and thus create enough of an electrical current to produce a spark. If you take off the distributor cap and turn over the engine you will see this process. DON't touch anything! That shock is strong! Brng the cub back to Top Dead Center (TDC) on #1 cylinder. Reinstall the magneto so the rotor is pointing at the number #1 cylinder. Retard the magneto timing by turning it counter-clockwise (push the top towards the cylinder head). Rotate the engine to TDC at number 1 again. slowly turn the magneto clockwise(pull towards you) until it clicks. THe timing is now set. When the engine is running the magneto is turning fast enough and the impulse is not actuated. hope this helps. a good manual will also help.
