Haas - Shouldn't hurt to run without the ballast resistor. Try jumpering the resistor out temporarily and see what happens. So long as the coil doesn't get too hot after 10 - 15 minutes of running it should be OK. More than likely the hesitation is caused by the carb being set a bit too lean, or possibly a vacuum leak - not by an ignition problem.
