Havin' Fun Guy - here's a quick checklist: 1 - Make sure all the connections at the generator and regulator are clean and tight. Also make sure the regulator base is solidly grounded! 2 - With the motor running at 1/2 throttle or faster, take a jumper wire and connect the BAT and GEN terminals at the regulator. If the ammeter shows a charge with the jumper in place, time for a new regulator. 3 - If that doesn't work, temporarily ground the F terminal at the generator. If the ammeter shows charge, again you need a new regulator. If it still shows discharge, the problem's in the generator - take it to your friendly savings bank/generator shop! BTW with a good battery, generator and regulator you should read 7.0 to 7.3 at the battery with the motor running at governed RPM. Good luck!
