One other thing to check in addition to what Bob listed - the voltage regulator or cut-out (not sure what you have) has to be grounded. Many (most) of these are grounded by the mounting attachment of the regulator to the tractor frame. If this gets cruded up badly, the generator stops charging the battery (there's no path for the charging current to return from the battery to the generator).
