350 International hydraulic problems

Hi: I just found your message board. I recently acquired a 350 International with loader from my Dad's estate. Serial # 12082. A 1957, I believe. It hadn't run in about 1 year, but engine always has worked well. Once we got the engine going (had to clean carb & tune-up), we could not use the hydraulics. It has Hydra-Touch. A mechanic friend & I took it apart. The hydraulic filter screen was completely plugged. We cleaned that & put in new oil. Loader & 2-Pt goes up & down, but it doesn't always respond right away. Could there be air in the lines somewhere yet? Or is there a problem with the pump? Also the bucket will sometimes slowly creep down. Is that a seal problem in the cylinders? The third problem is the power steering. According to the book, the power steering flow control valve is supposed to give priority to the power steering. But the power steering does not work if the valve lever for the loader is open. My dad had problems with that for several years. Any ideas? Your help would be appreciated. Also, any ideas on the approximate value? It is in decent shape. Typical farm tractor. I live in Minnesota.
