Replacing front oil seal on Farmall A

I went back adn read the posts on replacing the front oil seal on a Farmall A. I have removed the grill and the radiator. It looks like the front axle needs to come off to get be able to remove the pulley and the front cover. Is this true?
To pull the front pulley can I just use a two arm puller or do I need a three arm puller. Should I pull from the outer edge of the pulley or try to grab the base of the pulley near the cover?
I read about having to press the pulley back on. What do you press against?
