Chris, Mine is bolted in the down position and it only works when the touch control is foward. I have used the loader on the cub for 20 years. I had to have my touch control rebuilt last year becouse it would not release and the oil got hot. That loader is great for horse manure. I put forks on my bucket made out of old leaf springs, but a bucket full of manure is all the old cub can handle. Try it with the fill bolt out of the resevoir to see if you need an air hole
