I agree that something's awry. You could pull the hollow stud & crank with the starter to see if the galley from the cam bearing is open (Pull sparkplugs to increase cranking speed & decrease starter amp draw). Is it possible the drilling in the rocker arm shaft isn't oriented to accept oil from the stud & shaft support? Could a solid support from either end of the rocker shaft have been switched with the drilled center one? Is the center cam bearing drilling or center main bearing drilling not lined up with the galley(s) in the block? Hope not! Let us know what you find.
