Gene - 7 volts across the coil with the motor stopped says there's a ballast resistor somewhere in the primary circuit, the coil is 6 volt rated, and everything is as it should be. Fouling the plugs after it warms up however says the carb is set too rich, the motor's burning oil or the plugs are too cold. Suggest switching to plugs one or two heat ranges hotter and making sure the carb is set properly. Keep in mind also the lousy gasoline we get today seems highly prone to soot-foul spark plugs unless an engine is worked hard. Again the solution is to switch to plugs a couple heat ranges higher.
