cub cyclinder head

On my 48 cub I did an valve job, while bolting the head back down one of the head bolts (#8) pulled the threads in the block, I redrilled the bolt hole & installed an helicoil put it back together water leaks up past the bolt head & I have some water seepage, I torque the bolts at 45ft.lbs also when I can get the engine to start it runs a short time & quits and won't restart have good spark, plug wires are connected right carbureator ok, any help will be greatly appreciated thanks in advance, any Farmall / cub people located in or near Morgantown, WV
