The 1939 parts book for the H and M (print date 9/15/39) shows a parts list for the adjustable wde front axle, so it appears to have been an option before Jan 18, 1940. The WFE should be of cast tube construction, and adjustments would be made through a key which is placed in the back side of the main tube, and not by a pin which goes through the top of the tube, which was used on the later style WFE. There are many cosmetic differences which make the 39 M or H unique, so much so, that a whole book could probably be devoted to this one year of manufacture. A cast date may be evident on the mounting block of the WFE, but then again it may not. As for the tie rods not sticking out in front of the tractor, there was a mounting plate available from IH that would move the WFE back a few inches, but not much.. Good luck..
