Maybe the decompression valves are out of adjustment causing it to not run well on gas. Not much to tune up on the gas side, except make sure the carb is clean(carb parts are hard to come by) and working ok and the mag is making a good spark. Also all the switch over stuff needs to be adjusted properly. There are butterflys in the manifold that switch to direct air through the carb on gas. Also carb float is locked up on diesel (released to run on gas) so that gas does not flow when in diesel mode. The oil in the radiator could be a cracked head or just a leaking head gasket. Black oil is the norm on these diesels. Only takes my MD a little while to make the oil black. The fuel filter thing sounds strange. Are there any fuel filters at all besides the sediment bowl (water trap)?? Also, did you check the injection pump to see it has oil in it? I'd say it's worth $1000 if it runs.
