Not familiar with your machine at all. Surging can be a symptom of a fuel mixture slightly too lean. If you can adjust the high speed mixture, try a setting slightly richer. Please post results so that we can learn, too. Surging with lean mixture is often seen on 1 cylinder engines. Tractors should be set slightly rich for maximum power.
