The oil bath air cleaner is the best air cleaner available, even now. It has a hole straight through it. Clean out the oil cup and take the top off. Make sure it is clean. Look down through the cleaner to make sure the pipe is clean. Then remove the pipe to the carb and make sure it is open. I have never seen an air cleaner go bad except for rusting out and leaking air or oil.

Maybe I did not understand your question.

Adjust the carb to lean out the mixture. the jets may be worn and allowing too much fuel.
