3 pt hitch trouble

I've got a 1962 IH model 404. The 3 pt. hitch bounces my implement up and down. It just won't hold it at a steady height. When raised, and I shut off the motor, the implement will drop to the ground in about 3 minutes. Is that normal? With the engine running, I can raise the implement (gannon) just fine, but at the desired position, it jerks and bounces. I've bled the system, so I don't think it's air. Any idea's?
